.: Urban risks: Algiers, June 2005 and Amman, July 2005

Whatever the roles and responsibilities of national governments and states in respect of major risks, mayors and local authorities are faced with considerable expectations from citizens.
In the Mediterranean region, this phenomenon has become more noticeable in recent years as a result of the considerable movement of population from rural to urban areas, which has led to greater vulnerability and increased the concern surrounding the prospect of natural catastrophes (earthquakes, floods and fires) and technological disasters.

The presentations and debates at the Algiers and Amman seminars were meant to be focused on “before” (i.e. on prevention - how to avoid crises arising) and on preparation (crisis management and the return to normality).
