.: Regional Forum on Decentralization and Service Delivery for Francophone Africa

The workshop was a joint effort of WBISD, WBI-KNA, AFRPR, and SDV, with support from CIDA (WBISD), the French Government (WBI-KNA), BNPP (AFRPR), InWent and the City of Marseille, and in conjunction with the Affiliated Network on Social Accountability (ANSA-Africa).
This three-day workshop brought together 60 participants from Burkina Faso, Senegal, Rwanda, Guinea, Madagascar, Mali, Benin and Europe to disseminate on-going work and policy dialogue on recently completed ESWs on decentralization and service delivery in Guinea and Burkina Faso. Participants included Sr. Ministry officials, local government officials and representatives of regional organizations and donor agencies, who met to exchange on-the-ground experiences and to discuss potential ways of moving ahead with capacity development efforts on the theme of decentralization and service delivery in the sub-region. The workshop
- Discussed the strengths and weaknesses of decentralized service delivery, with an emphasis on strengthening accountability relationships between different actors
- Applied the accountability framework in the WDR 2004 to decentralized service delivery and to developing concrete solutions to improve services
- Exchanged good practice among participants on strengthening accountability in devolved and deconcentrated service delivery
- Strengthened regional cooperation and developed ideas for creating a platform or network fro on-going regional exchange to further disseminate experience within Francophone countries and between Francophone and Anglophone countries
As a starting point for supporting a francophone network of practitioners, the forum concluded with discussions on how to build on and link with existing networks launched under the Kigali process (established in December 2006 during a regional decentralization conference) and, potentially, in coordination with the Partenariat de developpement municipal (PDM).
